It was a state proclaimed on 15 December 1917 by the Sfatul Țării of Bessarabia. On 27 March, it entered a conditioned union with the Kingdom of Romania. A meeting of Sfatul Țării members proclaimed the unconditional union of Bessarabia with Romania.

He was elected president of the Sfatul Țării in November 1917. He was announced as the country's president. He brought the Act of the Union to Iași to hand it over to King Ferdinand I.
